Cooling centers to provide heat relief

With the Tri-state under an excessive heat watch from now through Saturday evening, five air-conditioned facilities will be available in Henderson this week to serve as cooling centers for those needing relief.

While most of the local the cooling centers aren't open 24 hours, "The idea is to get people out of the heat of the day," Henderson Emergency Management Director Larry Koerber said.

"These are cooling centers," he said. "There is no food or drink or bedding provided; it's just a place to sit down in the cool," such as for those who have no air conditioning at home.

Officially, the cooling centers will be open through this Friday, although two of the facilities are also open Saturdays and Sundays.

Meanwhile, the American Red Cross Cardinal Chapter still has some electric fans available for those in need, Director Susan Sauls said Monday.

It acquired fans thanks to funds from the Papa John's pizza chain, which donated $1 to the Red Cross for each pizza sold last Wednesday as part of the Papa John's Fan Club program, she said.

Trina Solar Shares Fall After A-Power Executive Exits Board

China-based solar-panel supplier Trina Solar Ltd. AT&T Buys 7.5 MW of Bloom Boxes, Solar Diversity, and More

The telecommunications giant has agreed to install 7.5 megawatts' worth of Bloom Energy Servers at 11 facilities in California. Delaware has set a goal of getting 25 percent of its power from renewable sources by 2025. Earlier in the year, Bloom also appointed Girlish Paranjpe to head up international sales. Additionally, Bloom has begun to sell its fuel cells as a service to take some of the sting out of the initial investment.

My personal guess is that we will see a large financial institution on Wall Street announce a Bloom installation soon. Why? Utilities are already imposing power consumption ceilings on large data centers, forcing the banks to either become more efficient or find alternative sources of power. Spending on efficiency is already underway. Bloom servers, however, remain one of the few ways to get off-grid, baseline-quality power into an urban core. Solar energy customers can get $1,000 discount

The $5 million program is immediately available in Dallas-Fort Worth, Irving-based TXU announced Tuesday.

TXU and SolarCity said their partnership "offers a full-service solution" that includes system design, equipment, installation, insurance, monitoring, warranty and a guaranteed amount of solar-power production.

Under the program, homeowners can either purchase the solar panels outright, or pay roughly half upfront and sign a 20-year lease with no costs beyond the initial payment and SolarCity retaining ownership.

With the $1,000 discount, a homeowner could pay about $6,000 upfront for a 3-kilowatt solar array under a 20-year lease with SolarCity, said Jonathan Bass, a spokesman for the San Mateo, Calif.-based company.

After that payment, "there's no monthly cost. ... It's one time and you're done," said Chip Deaver, TXU Energy director of product innovation.

If anything breaks on the solar array, SolarCity will "pay the full cost of the repairs," Deaver said.

Insurance will be provided at no cost, he said. In addition, SolarCity will provide a "performance guarantee" for the 20-year period, promising a specified level of power production from the panels.

If a homeowner purchases a 3-kilowatt solar array outright, taking full ownership of it, the gross cost of about $18,000 would be lowered to a net cost of about $11,500 after a 30 percent federal tax credit and the $1,000 discount, Bass said.

Cost savings on a monthly electric bill might be tens of dollars and potentially $100 or more, depending on the electric rate a homeowner is paying, the amount of electricity used, the size of the solar array installed and the amount of solar energy produced.

Customers who sign a 20-year lease will "have several options" after it expires, Bass said.

"They can have us remove the panels at no cost to them, can extend the lease in five-year increments ... or upgrade to new technology," Bass said in an e-mail to the Star-Telegram.

The new TXU-SolarCity program is not dependent on rebates from Oncor Electric Delivery, the chief transmission and distribution system serving North Texas.
